Be advised that enamel is highly toxic and should be used in well-ventilated areas. You also need to let dry the last coat you apply for at leas 6-8 hours to ensure the wood is properly sealed and dried. If after the final coat you still feel you chairs need some more coating, let the enamel rest for a 24-48 hour period before applying any more. This will dry the previous coats and will ensure that you get the desired color. You can also try and use a very light sand paper over the last enamel. This will make the surface a little rougher, and the new enamel coats will stick better.
